Graduated in Law from the Mackenzie Presbyterian University, São Paulo, SP (1983).

Activist lawyer until 1991 when started as Police Chief. From 2000 onwards, was a São Paulo city Counselor, five-term elected, where occupied several functions on the board of directors and was part of the Constitution and Justice Committee for almost the entire period of the terms of office, being President and Vice President on several occasions. During these 20 years in office, Celso Jatene held for just over three years (2013/2016) the role of São Paulo Sports Secretary.

Retired from the Police Force, by ending the cycle as councilor, returned to law practice.
